6 Candidates Qualify to Run for 4 City Council Seats in November 2025

The Falls Church City Elections Office have confirmed that there will be six candidates on the ballot for City Council in the November elections. Three current City Council members are running again, but Vice Mayor Debora Schantz-Hiscott has decided not to pursue another term.

The Pulse will publish the candidate statements at a later date. We look forward to learning more about their positions and thank them for their willingness to serve our community. Candidates are listed here in the order in which they qualified and will appear on the ballot this fall.

The City Council candidates

Laura Downs

Laura T. Downs – City Council member since the 2024 Special Election. She was the Chair of the Falls Church School Board.

Council member David Snyder

David F. Snyder – City Council member since 1994, serving as mayor, vice mayor, and on regional transportation, emergency preparedness, and environmental boards, who has brought infrastructure funds to the City.

City Council member Marybeth Connelly

Marybeth D. Connelly – City Council member since 2014 and has served as vice mayor and as an active participant in many City civic organizations. She is also employed by the Falls Church City Public Schools as the Director of Strategic Planning and Community Engagement.

Arthur Agin City Council candidate

Arthur H. Agin – Current Chair of the City’s Citizens Advisory Committee on Transportation (CACT) where he has served for four years.

Brian W. Pendleton – Current chair of the City’s Board of Equalization where he has served for more than two years.

James C. Thompson, Jr. – Long time resident and President of the Winter Hill Community Association.
