New W&OD Trail Crossings Already Need Repairs

The four new W&OD Trail crossings were completed by September 2025 except for lights and landscaping. This $2.1 million project, funded with a combination of local and state (VDOT Transportation Alternatives Program) extended the dual bike and pedestrian lanes on the trail across the intersection so that pedestrians do not have to merge with bicycle traffic to cross intersections. The four crossings are at N Spring St, N Oak Street, Great Falls Street, and Little Falls Street.

New concrete pavement and markings deteriorate over winter months
By the end of winter 2025, the red stamped concrete sections of the 6-month-old W&OD trail crossings had visibly deteriorated. Lane markings were worn, pits developed, and major areas of the surface had crumbled into gravel and red sand. The likely cause was the concrete mix. Similar stamped concrete crossings at Berman Park, constructed in the fall of 2024, showed no such damage.

Repair cost borne by contractor and the City
In response to an inquiry from the Pulse, the City Public Works team said that the stamped concrete sections of the new W&OD trail crossings are being replaced by regular and stamped asphalt with a red coating. The contractor, Sagres Construction, will pay 60% of the repair cost of $208,000. The remaining 40% will be covered using VDOT funds to the City.
The repairs began in June and should be completed by the end of July. Sagres is performing the work.
